The "Guidance" puts forward four key tasks:

Three major changes in basic public service standards

Innovate market-oriented and diversified funding mechanisms, and improve the efficiency of capital use by optimizing and integrating service agencies and government purchases. Promote basic public service standards publicity and policy interpretation, strengthen basic theory and policy application research of related standards, accelerate the construction of talent teams, promote the inclusion of basic public service standardization courses in sociology, management and other related disciplines, and strengthen in-service staff training.
